The Norms of Objectivity in Journalism

근거없는 기사를 양산하고 이를 퍼트리는 온라인 매체가 어느 날 갑자기 미국 정치무대 전면에 나선 현재 상황에서 전통적인 엘리트 미디어의 구실은 무엇일까? 저널리즘이 강조하는 가치중립적인 자세를 계속 유지하는 것이 바람직할까, 아니면 <뉴욕 타임즈>의 루텐버그 기자가 주장했듯이 이번처럼 '비정상적인' 선거에서는 사실관계를 좀 더 알리는 데 중점을 두고 적극적으로 펜을 들어야 할까? 
여전히 많은 언론이 기계적 중립을 고수하는 상황에서 지난 몇 년간 좀 더 적극적으로 언론의 구실을 하겠다고 나선 흐름이 있다. '팩트 체크' 사이트의 등장이다. 정치인이 한 말이나 내놓은 정책의 사실관계가 맞는지 틀리는지를 검증해서 보여주는 팩트 체크 사이트의 등장은 최근 언론의 흐름에서 가장 눈에 띄는 현상 중 하나다.  
트럼프 관련 보도는 대부분 트럼프가 무슨 말을 했고 이에 사람들이 어떻게 반응했는지에 관한 단편적인 내용이었다. 기자가 가치 판단을 담아 트럼프의 발언이나 행동을 평가하는 보도는 많지 않았다. 기자들은 트럼프의 발언이 명백히 인종차별적이거나 상식에 어긋나더라도 가급적 이를 직접 비판하는 것을 삼갔다. <뉴욕 타임즈>의 루텐버그 기자는 바로 이 지점을 문제 삼았다. 즉, 언론은 특정 캠페인에서 정한 공정함 혹은 (기계적) 중립성의 잣대로 평가되어야 하는 것이 아니라 독자에게 얼마나 진실한 정보를 알리고 사실관계를 정확히 전달했느냐로 평가되어야 한다는 것이다.

If you’re a working journalist and you believe that Donald J. Trump is a demagogue playing to the nation’s worst racist and nationalistic tendencies, that he cozies up to anti-American dictators and that he would be dangerous with control of the United States nuclear codes, how the heck are you supposed to cover him?
Because if you believe all of those things, you have to throw out the textbook American journalism has been using for the better part of the past half-century, if not longer, and approach it in a way you’ve never approached anything in your career. If you view a Trump presidency as something that’s potentially dangerous, then your reporting is going to reflect that. You would move closer than you’ve ever been to being oppositional. That’s uncomfortable and uncharted territory for every mainstream, nonopinion journalist I’ve ever known, and by normal standards, untenable.
But the question that everyone is grappling with is: Do normal standards apply? And if they don’t, what should take their place?
Covering Mr. Trump as an abnormal and potentially dangerous candidate is more than just a shock to the journalistic system. It threatens to throw the advantage to his news conference-averse opponent, Hillary Clinton, who should draw plenty more tough-minded coverage herself. She proved that again last week with her assertion on “Fox News Sunday” that James Comey, director of the Federal Bureau of Investigation, had declared her to be truthful in her answers about her decision to use a private email server for official State Department business — a grossly misleading interpretation of an F.B.I. report that pointed up various falsehoods in her public explanations.
And, most broadly, it upsets balance, that idealistic form of journalism with a capital “J” we’ve been trained to always strive for.

It may not always seem fair to Mr. Trump or his supporters. But journalism shouldn’t measure itself against any one campaign’s definition of fairness. It is journalism’s job to be true to the readers and viewers, and true to the facts, in a way that will stand up to history’s judgment. To do anything less would be untenable.

요즘 정치인이 거짓말을 하는 양상은 과거와 사뭇 다른다. 그들은 진실을 다투거나 왜곡하려는 게 아니다. 그런 것은 어찌됐든 중요하지 않다. 그러니 당연히 사실이나 진실에 목을 매지 않는다. 목표는 자신이 옳다고 믿는, 세상에 대한 어떤 고정관념을 퍼뜨리려는 것이다. 그들을 믿지 않거나 좋아하지 않는 유권자의 마음에 다가설 생각은 눈곱만큼도 없다. 다만 편견을 강화하고 싶어할 뿐이다. 이런 현상을 미국이나 유럽에서는 'post truth'라고 부르기 시작했다. 진실 이후, 혹은 진실에서 빠르게 물러난, 좀 더 구체적으로는 진실에서 등 돌린 시대쯤으로 해석해야 할 것이다.
물론 이런 현상은 하루아침에 생겨나지 않았다. 닉슨 대통령이 탄핵된 지 10여 년 뒤에 레이건 대통령이 이란 스캔들에서뿐만 아니라 여러 가지 굵직한 거짓말을 했다는 게 밝혀졌으나 무사할 수 있었던 데서 알 수 있듯이 사실과 증거는 점차로 힘을 잃어왔다. 그러다 급기야 거짓말의 대마왕, 포스트 트루스 정치인의 대표라고 할 수 있는 미국 공화당 대통령 후보 트럼프를 우리가 목격하게 된 것이다.
영국의 시사주간지 Economist 최신호의 표현에 따르면 트럼프는 기이한 환상의 세계에 산다... '진실이라고 느끼는 일'을 매번 단언하지만 뒷받침할 근거라고는 없다. 이렇게 공적인 자리에서 터무니없는 말을 남발하고도 그는 응징당하지 않고 버텼다. 게다기 외롭지도 않다.
... 중국의 시진핑 국가주석이 주도하는 포스트 트루스는 러시아보다는 덜 우악스럽다. 그들이 싫어하는 모든 내용을 축출하거나 새빨간 거짓말을 유포하는 것과 같은 짓은 하지 않는다. 대신 그들은 네트워크에 정보의 홍수를 일으키곤 한다. 정보를 과잉 공급해 검열이란 목적을 달성하는, 어디서 많이 본 수법이다.
포스트 트루스는 두 가지 요인이 촉발했다. 21세기에 들어와 어느 나라 할 것 없이 겪는 현상 중의 하나가 바로 공적 기관의 신뢰 하락이다. 우리나라에서도 메르스, 세월호에 이어 지진 사태까지 큰 사건이 일어날 때마다 보건복지부, 해앙수산부, 해경, 국민안전처, 기상청과 관련 민간 기관들까지 동네북 신세를 면치 못한다... 인터넷을 통해 유능한 민간의 정보와 견해가 광속으로 유통되니 구태에 매인 관료조직은 굼떠 보일 수밖에 없다.
... 사람들은 전문가도, 그들에게 의존하는 엘리트 정치인도 예전처럼 신뢰하지 않는다. 모순되게도 그런 '면역성'이 정치인들이 부담 없이 거짓말을 뱉게 만드는 배경이다. 믿음이 없으니 화도 안 낸다.
포스트 트루스는 정보를 전하는 방식의 획기적인 변화가 더욱 부채질했다. 전 세계 거의 모든 이들이 인터넷을 통해 뉴스를 접하면서 각 나라의 메이저 언론은 gate keeping(뉴스 결정자가 뉴스를 취사선택하는 과정) 능력을 상실했다. 언론 엘리트는 권력을, 대중은 잣대를 잃었다. 정보의 공급 과잉은 팩트의 가치를 폭락하게 만들었다. 뉴스 부스러기와 소문, 가십이 놀라운 속도로 퍼져나가면서 팩트의 권위를 해체했다. 뉴스를 선별하기보다는 유저의 취향을 감별하는 데 능한(언론이 아니라 기술기업이니 당연하다) 페이스북과 구글의 알로리즘은 세상의 권위에 침을 뱉고 싶은 이들을 불러모았다. 이들은 인터넷 네트워크상에서 믿음을 자급자족하는 집단으로 서서히 성장해갔다. 그들은 서로 주고받는 거짓까지도 양심적인 매체가 전하는 뉴스보다 신뢰한다. 작게는 트럼프를 중심으로 모인, 크게는 전 세계 인터넷 세상을 증오로 물들이곤 하는 이들도 그런 집단 중의 하나이다. 포스트 트루스는 트럼프가 당선되건 말건, 모든 권위가 해체돼가는 후기 정보화 시대에 닥친 시련이자 도전이다.

The deliberate making up of news stories to fool or entertain is nothing new. But the arrival of social media has meant real and fictional stories are now presented in such a similar way that it can sometimes be difficult to tell the two apart.
While the internet has enabled the sharing of knowledge in ways that previous generations could only have dreamed of, it has also provided ample proof of Winston Churchill's line that "A lie gets halfway around the world before the truth has a chance to get its pants on".
So with research suggesting an increasing proportion of US adults are getting their news from social media, it's likely that more and more of us are seeing - and believing - information that is not just inaccurate, but totally made up.
There are hundreds of fake news websites out there, from those which deliberately imitate real life newspapers, to government propaganda sites, and even those which tread the line between satire and plain misinformation.
